Citizens United v. Schneiderman Citizens United v. Schneiderman was a case brought by a 501(c)(4), Citizens United, who challenged New York’s donor reporting requirement. As part of its registration requirements New York has required a full copy of an organization’s IRS Form 990 including a complete Schedule B. Citizens United requested the Second Circuit Court of Appeals to declare this donor reporting requirement unconstitutional. The New York Attorney General, Eric Schneiderman, defended the disclosure requirement and stated that it was necessary for the his office to have this information to regulate the charities that register with the office.
