Washington, DC No Longer Accepts the URS Form Washington, DC used to require the Unified Registration Statement along with a request for Basic Business License (BBL) if a nonprofit wanted the Basic Business License to include a Charitable Solicitation endorsement allowing the nonprofit to solicit contributions in DC.
